    عبر التاریخ اکتسبت فاس سمعة vocation سیاحیة لا تضاهیها فیها سوى أعرق المدن عبر العالم، وهيأیة حال لیست کثیرة.
    وقد ظل النشاط السیاحي لفاس وبفاس، بکل روافده وأدرعه ودوره الاقتصادي والاجتماعي والإشعاعي…أحد المحرکات Moteurs والروافع Leviers الأساسیة للدورة الاقتصادیة والإنتاجیة لفاس.
    وقد کان لتراجع النشاط الصناعي بفاس وما یرتبط به من مهن وخدمات، ”الفضل“ أن یتبوأ الاقتصاد السیاحي مقدمة القطاعات الاقتصادیة للمدینة.

    ولذلك کان من الطبیعي أن تتشارك السلطات العمومیة والفاعلون السیاحیون القطاعیون والمستثمرون (عبر هیئاتهم وجمعیاتهم الشرعیة) في وضع وتفعیل برامج مندمجة وأفقیة ومستدامة للحفاظ ما تراکم وتطویره عبر حسن الترویج وجودة المرافق والخدمات..غایتهم ذلك: مزید من الإشعاع الداخلي والخارجي لفاس، مزید من الجذب والاستقطاب،
    مزید من اقتصاد السیاحة کخیار استراتیجي للمدینة بالنظر لما تتوفر علیه من مؤهلات وما توفره من فرص وإمکانیات، وبالنظر للدور الاجتماعي المتزاید لهذا الاقتصاد السیاحي.

    قرویین فاس، وعدوتیها، وفنادقها وجوامعها وریاضاتها ومدارسها وأبوابها وأسوارها وأبراجها وأعلامها وحماماتها، وصاباتها وعراقتها…هي علامات فاس الممیزة التي أسبغت المدینة طابعها الممیز من حیث هي عاصمة روحیة وعلمیة للمملکة، وبهذا الطابع دمغت سمعتها السیاحیة..

    وقد کان حصیفا وذکیا أن یقود ویرعی جلالة الملك شخصیا برنامجا لتأهیل مدارات وبنایات ومآثر المدینة العتیقة لفاس، حفاظا هذا التراث الحضاري من الضیاع، وتأهیلا له لیلعب دوره السیاحي، الإشعاعي والاقتصادي والاجتماعي.
    لقد أکد الحرص والتتبع الملکي لمجریات هذا المشروع الکبیر الذي حظیت به المدینة العتیقة لفاس، والذي أنجزت منه أشواط معتبرة بإبداع مغربي أصیل، بأن السیاحة الروحیة والتاریخیة ستظل إحدى رکائز النشاط الاقتصادي لفاس.


    وحري بکل السلطات والإدارات والقطاعات والمسؤولین والمنتخبین ومختلف الفاعلین بأن یعوا هذا الأمر/الاختیار جیدا، ویعملوا لأجله.
    على المستویین الوطني والعالمي یعتبر القطاع السیاحي أحد أکبر القطاعات تضررا من الآثار المدمرة لجائحة کورونا.
    لقد حولت فترة الحجر الصحي الفنادق والمطاعم والمآثر والمسارح والمدارات السیاحیة والمطارات والمتاحف ودور العرض والحفلات… إلی أماکن مهجورة… وکان لذلك فادح الأثر اقتصادیا واجتماعیاکل مکونات النسیج السیاحي.
    لم تسلم فاس من کساد کورونا، کما أخواتها مراکش وأکادیر وطنجة والداخلة والمضیق والفنیدق ومرزوکة وورزازات والصویرة وشفشاون وإفران….

    و حتی وإن کانت الدولة قد استمرت صرف تعویض مادي رمزي لمستخدمي القطاع المصرح بهم إلی غایة نهایة السنة، فقد کان طبیعیا بالنسبة للمستثمرین الفعلیین بالقطاع السیاحي/ المتضررین أکثر من جراء دیمومة التزاماتهم وتحملاتهم واستمرار هجراو اغلاق مؤسساتهم، أو کساد إنتاجهم وتجارتهم وخدماتهم،… کان طبیعیا منذ الشروع الرفع التدریجي للحجر الصحي، أن یهب هؤلاء، عبر جمعیاتهم وهیئاتهم ومجالسهم، وبتعاون وتشاور مع السلطات الوصیة السیاحیة والإداریة والأمنیة والصحیة، لإطلاق دینامیات للترویج والتنشیط السیاحي بإمکانها أن تضخ حرارة جدیدة في أسلاك ومفاصل وشرایین النشاط السیاحي… حتی لا یصیبه الشلل التام.
    ضمن هذه الرؤیة، شهدت مدینة فاس الأیام القلیلة السابقة زیارة فنان مغربي شاب ذو شهرة کبیرة (وهو بحکم الشرع والقانون بريء إلی أن تثبت إدانته). زیارة کانت فرصة لیدعوه شباب ونساء من معجبین ومتابعین، وفاعلون ومسؤولون سیاحیون عبر تنظیماتهم ومجلسهم الجهوي (الذي له کاختصاص مرکزي التعریف والترویج والإشعاع) للمساهمة بصوته وصورته وجمهوره ومتابعیه حملة الترویج لفاس کوجهة سیاحیة لتسترجع وهججها وجاذبیتها وحیویتها.
    قبل الفنان الشاب بأریحیة الوطني المتضامن، وبروح الفنان المرهفة أن یکون ”سفیرا“ للسیاحة الفاسیة…
    وانتهی الأمر جمیلا…کما ابتدأ کذلك.
    ولکن الذي وقع لم یکن الحسبان..
    ولم یخطر أبدا على بال!!
    وکان للقبح وجهة نظر؟؟
    وعوض أن ینظر نائب الأمة وخلیفة عمدة فاس یا حسرة، المفروض أنه الأدرى بندوب وجراح کورونا جسد الأمة، وحاجة الأمة لأن تتعافی أو تشرع ذلك الاقل.. عوض أن ینظر إلی نصف الکأس الممتلئ ویثمن زیارة الفنان الشاب وما قد تجنیه فاس من وراءها.. فقد ذهب صاحبنا إلی منصة البرلمان وأمام الوزیرة والرأي العام لـ“ یحرث“ هذه المبادرة ”حرثا“… ضاربا أسداس في أخماس وهو یتهجم بفضاضة الفنان بتلمیحات وقحة، ومن استقبله أو حتی أخذ صورة معه، وطاعنا في شرعیة مؤسسة ینظمها القانون وتشتغل وفقا للقانون ولیس له لا اختصاص ولا أهلیة النظر والبث في شرعیتها (المجلس الجهوي للسیاحة)، ومتهما مؤسسات أخرى (الوزارة والمکتب الوطني للسیاحة) بتمویل أنشطة (لا تعجب سيادته )

    لقد کان مخزیا ومثیرا للاشمئزاز أن یتصدى النائب الأول لعمدة فاس وأحد نوابها بالبرلمان، بالعدوان والبهتان لمبادرة بسیطة کانت بحسن نیة ولا تبغي غیر الخیر للمدینة..
    کما کان معیبا جدا، أن یترك کل انشغالاته ومسؤولیاته لینبري مسفها ومتفها مبادرة نبیلة..کان حري به أن یأتي بمثلها أو أحسن منها…وأقله أن یثمنها بعد أن یقومها (إن بدا له ما یجب تقویمه).
    ورغم ما قدم له من إضاءات وتوضیحات، فقد کان مستفزا أن یواصل السید هلوساته وتهیؤاته…اتهاما وخلطا وقذفا وتشهیرا وتسییسا…مسببا بسلوکه الأرعن هذا أذى مقصودا لأشخاص ومؤسسات.
    ومضرا بفاس ودینامیتها السیاحیة المرجوة…التي یکافح البعض من أجل إطلاقها ورعایتها وحشد الدعم لها…بالنظر لنفعها الاقتصادي والاجتماعي المؤکد… فیما اختار السید ”النائب“ أن یشوش علیها… بل وأن یناصبها العداء…بدون أدنی مبرر موضوعي.. اللهم إن کان یجترح عقدة نفسیة عمیقة ضد انتماءات سیاسیة لفاعلین سیاحیین، أو أنه یعتبر نفسه وحزبه وعمدته مرکز الکون بفاس ولا مبارکة لشيء لا یخرج من جبتهم، أو أنه وحزبه لهم منظورهم
    ومشروعهم السیاحي النظیف (شاکلة خرافة الفن النظیف)….
    وبذلك فهم قد یسفهون، بل ویکفرون کل سیاحة غیر ملتحیة ولا محجبة.

    سینجلي غبار هذه الزوبعة الفارغة وتنکشف خلفیات ومحرکات هذه الخرجة البئیسة.
    ولکن فاس وساکنتها عموما، وقطاعها السیاحي خصوصا، بفاعلیه ومآثره ومستثمریه ومستخدمیه و“المتمعشین“ منه سیذکرون بأن السید نائب الأمة وخلیفة العمدة قد عمد عام وأزمة کورونا، ورغم کل النداءات الملکیة والحکومیة والمجتمعیة إلی التضامن لتجاوز المحنة… عمد إلی التشویش مجرد مبادرة صغیرة، کانت تبغي الخیر… وقابلها صدیقنا الإسلامي الکبیر بکثیر من الشر.
