صادق مجلس المستشارين، قبل يومين بالأغلبية، على مشروع القانون رقم 72.18 المتعلق بمنظومة استهداف المستفيدين من برامج الدعم الاجتماعي وبإحداث الوكالة الوطنية للسجلات.
هذا المشروع الذي يندرج في سياق مجهودات الدولة المغربية، من أجل الحد من التداعيات الاجتماعية الخطيرة للوضع الاقتصادي على المواطنين الذين سيتضررون لا محالة من وباء كورونا، يهدف أيضا إلى وضع منظومة وطنية لتسجيل الأسر والأفراد الراغبين في الاستفادة من برامج الدعم الاجتماعي التي تشرف عليها الإدارات العمومية والجماعات الترابية والهيئات العمومية، من خلال إحداث سجل اجتماعي موحد وسجل وطني للسكان، يكون الغرض منهما تحديد الفئات المستهدفة، من أجل تمكينها من الاستفادة من البرامج المذكورة، وكذا إحداث وكالة وطنية لتدبير السجلات المتعلقة بهذه المنظومة.
هذا الإنجاز الكبير للدولة المغربية، يحاول بعض السياسيين من الحزب الأغلبي، الركوب عليه، ومحاولة إقحامه في صراع سياسوي، هدفه حصد مزيد من المكاسب الانتخابية، فمنذ الإرهاصات الأول للنقاش الذي صاحب هذا المشروع، حاول البعض ولا يزالون إلى التربص بهذا الإنجاز في عز أزمة كورونا، التي للأسف تتطلب منا كسياسيين، ونخبة المجتمع، أن نظهر تجردا تاما، وانحيازا، كبيرا للمصالح العليا للوطن، التي تقتضي بالضرورة أن نصدق الخطاب ونعلي من شأن الممارسة السياسية التي لا يمكن أن تستمر بنفس المنطق والأسلوب في زمن قبل كورونا.
لقد وصل مشروع القانون المتعلق بمنظومة استهداف المستفيدين من برامج الدعم الاجتماعي وإحداث الوكالة الوطنية للسجلات إلى البرلمان، بصعوبة كبيرة، بسبب المزايدات السياسية التي تضيع على الوطن منجزاته، إلا أن تدخل الدولة، والتدبير الحكيم لوزارة الداخلية، وصدق بعض رجالات الدولة من السياسيين، كالموقف الذي عبر عنه الأخ عزيز أخنوش رئيس حزب التجمع الوطني للأحرار، الذي ظل صادقا مع نفسه، لا يزايد بهذا الملف، ويرفض أن يتم استغلاله سياسيا من طرف المناضلين التجمعيين والتجمعيات، أعاد القطار إلى سكته الصحيحة.
فلابأس هنا ونتحدث عن القصة الحقيقية لهذا السجل أن نورد بعضا من الدلائل، التي تكشف أن قرار إحداث هذا السجل الاجتماعي الموحد، هو قرار ملكي محض وليس مكسبا انتخابيا لأي أحد كان، وهذا ما ظل الأخ عزيز أخنوش يؤكد عليه ويتشبث به رغم كل محاولات الحزب الأغلبي، شيطنة موقف زعيم الأحرار، لكن هذه المحاولات فشلت ولم تصمد طويلا، على الرغم من محاولة هذا الحزب، التربص بهذا المنجز، والتعامل معه بمنطق حزبي مقيت، في الوقت الذي تقتضي فيه طبيعته الاجتماعية المهمة، أن نوجه كل جهودنا، لدعم هذا القرار الملكي السامي ، وننظر إلى أي حد سيساهم هذا المشروع في المستقبل لتحقيق نجاعة وحكامة مختلف برامج الحماية الاجتماعية؟ لعلنا نواجه بعضا من التداعيات الخطيرة لوباء كورونا، حتى يساعدنا أكثر على تجاوز الاختلالات الكبرى ببلادنا على مستوى تحقيق العدالة الاجتماعية والمجالية، لكن استمرار الركوب سياسيا على هذا الحدث الهام سينسف لا محالة كل محاولات الإصلاح الاجتماعي.
إنّ هذا القانون واكبه خلال السنوات السابقة نقاش واسع داخل المجتمع من خلال ما اصطلح عليه بموضوع الدعم المباشر، فدخلت فيه مع الأسف الشديد حسابات سياسوية ضيقة، أخرت إعداده وبلورته إلى إجراء في واقعي، بعدما حاول البعض سامحهم الله أن يستغلوه لتدمير الأخضر واليابس، فالمهم بالنسبة إليهم، هو المكاسب الانتخابية، لكننا نقول لهم اليوم كفى استهتارا بالوطن، فالسياسة نبل وصدق، لا ابتزاز وهيمنة على المشهد السياسي، فالمصلحة تقتضي أن يتجرد الجميع، عن الحزبية المقيتة، فالتفكير الاستراتيجي لتداعيات الجائحة العالمية لكوفيد- 19، أصبح لا يسمح بممارسات غير سليمة، تزيد من هدر الزمن السياسي.
إن هناك أهدافا أساسية متوخاة من هذا القانون، على راسها الإسهام في تجاوز الاختلالات الكبرى التي مازالت تعاني منها بلادنا على مستوى العدالة الاجتماعية والمجالية، والتي لا تخفى انعكاساتها على السلم الاجتماعي المطلوب والضروري لتحقيق الإقلاع التنموي المنشود، لكن هذه الأهداف لن تتحقق ومايزال بعض السياسيين، مستهترين، بمآلات مواقفهم وممارساتهم، التي تؤثر على القرار السياسي، لأنها تخرجه عن صوابيته، وفعاليته ونجاعته، التي تركز على الآليات الكفيلة بتنظيم وضبط عملية الاستهداف ببرامج الدعم الاجتماعي، من خلال اعتماد منظومة وطنية لتسجيل الأسر والأفراد الراغبين في الاستفادة من هذه البرامج، فهو قانون يستمد أهميته القصوى من كونه يهدف إلى وضع منظومة متكاملة وناجعة وفعالة من أجل تعزيز وتطوير السياسات والبرامج المعتمدة في مجال الدعم الاجتماعي، وضمان الالتقائية والتكامل بين البرامج الاجتماعية التي برزت أهميتها ما بعد كورونا.
إن موقف الأخ عزيز أخنوش، رئيس حزب التجمع الوطني للأحرار، الذي استنكر فيه سابقا موقف الأحزاب الحكومية التي تنسب إلى نفسها البرامج الاجتماعية المخصصة للفئات الفقيرة والهشة بالمملكة.
قائلا في إحدى تصريحاته المهمة السابقة : “الملك محمد السادس هو من أعطى توجيهاته لكي يخرج برنامج المساعدة الطبية ‘راميد’ إلى الوجود. كما أعطى توجيهاته، في أواخر 2018، لتجاوز نقائص تنزيل هذا البرنامج”.
الاخ أخنوش في كلمة كان قد ألقاها خلال اللقاء الجهوي الذي عقده حزب الأحرار بمدينة الداخلة، أن “الملك محمد االسادس هو من أعطى تعليماته، أيضا، من أجل إنشاء برنامج السجل الاجتماعي الموحد”. وأضاف الأخ رئيس الحزب، إن “هذه الإعانات الاجتماعية يجب أن تذهب إلى الفئات التي تستحقها، والمعيار الوحيد هو شْكُونْ اللِّي كَيْسْتَحْقّ ومَاشِي اللِّي عَاوْنْكْ واللِّي صْوّْتْ عْلِيكْ”.
معبرا الأخ عزيز أخنوش ساعتها عن “السعادة بتوجيهات الملك للاهتمام بالطبقات الهشّة”، موردا: “المغاربة يعبّرون عن سعادتهم عندما يعطي الملك محمد السادس توجيهاته من أجل الاهتمام بالطبقات الهشّة”.
إن موقف زعيم الأحرار، يكشف حقيقة هذا القرار الذي هو ملكي بامتياز، وجب دعمه اليوم أمام التدعيات السلبية لجائحة كورونا، على الاقتصاد والمجتمع، الأمر الذي يتطلب تعبئة شاملة قوبة وليس انتهازية وابتزازا للوطن في عز ازماته.
إننا فخورون اليوم من كون السجل الاجتماعي الموحد، هو قرار ملكي بامتياز، أعلن عنه الملك محمد السادس في خطاب العرش قبل سنتين من مدينة الحسيمة، مبشرا باحداث السجل الاجتماعي الموحد، لتسجل الأسر الفقيرة من أجل الاستفادة من الدعم تمهيدا لرفع الدعم عن المواد الاستهلاكية الأساسية .
وقال جلالة الملك محمد السادس حينها، إننا نعتبر المبادرة الجديدة لإحداث السجل الاجتماعي الموحد بداية واعدة، لتحسين مردودية البرامج الاجتماعية، تدريجيا وعلى المدى القريب والمتوسط. وهو نظام وطني لتسجيل الأسر، قصد الاستفادة من برامج الدعم الاجتماعي، على أن يتم تحديد تلك التي تستحق ذلك فعلا، عبر اعتماد معايير دقيقة وموضوعية، وباستعمال التكنولوجيات الحديثة.
مؤكدا جلالته، أن الأمر يتعلق بمشروع اجتماعي استراتيجي وطموح، يهم فئات واسعة من المغاربة. فهو أكبر من أن يعكس مجرد برنامج حكومي لولاية واحدة، أو رؤية قطاع وزاري، أو فاعل حزبي أو سياسي.
كما يحق لنا أن نفخر ايضا، بالموقف المتميز لحزبنا، وفريقيه بالبرلمان، الذي طالب رئيس الحكومة بتسريع إخراج السجل الاجتماعي الموحد إلى حيز الوجود
13 أبريل 2020، حين طالب فريق التجمع الدستوري يوم بمجلس النواب، الأخ توفيق كميل، رئيس الحكومة بتسريع إخراج السجل الاجتماعي الموحد إلى حيز الوجود، بالنظر للظرفية الحساسة التي تعيشها بلادنا بسبب جائحة كوفيد 19.
وشدد الأخ رئيس الفريق، على أن إخراج السجل الاجتماعي الموحد من شأنه تدبير الإعانات الاجتماعية الموجهة للفئات الهشة والفقيرة، بشكل يضمن تعميمها بالشكل المطلوب، عوض الاعتماد على بطاقة الرميد، التي اثبتت ضعفها في هذه العملية.
وكما قال الأخ كميل، “فإننا سعداء بهذه اللحظة التاريخية، لأنها من لحظات المصالحة الكبرى التي حققتها بلادنالحظة مصالحة المواطن والسلطة، ومن حسنات هذه الأزمة، أنها أوضحت للمغاربة معدن نساء ورجال هذا الوطن، وتهاوت معها الشعارات السياسوية الفارغة من قبيل المال والسلطة”، هذا موقف الأحزاب الوطنية التي تحترم نفسها، وتغلب مصلحة الوطن على مصالحها التنظيمية الضيقة، إننا لن نتقدم بالوطن، وننقذه مهما كانت خططنا الاقتصادية ناجعة، فإنها ستصدم بحجر عثرة الانتهازية، وحب الهيمنة. إن مضي بلادنا في المسار الديمقراطي وتكريس خياره، يتطلب روحا عالية من التفاني في خدمة الوطن، إن الالتزام بالديموقراطية وبروح الدستور ومنطوقه، يقتضي أيضا أخلاقا سياسية، تنأى بالوطن عن ممارسات مقيتة، تضعفه ولا تقويه، وتخذله ولا تنصره، إن الوطن فوق الجميع، هو من وضع الدستور، ويحرص على تطبيق الديمقراطية، وهذا يجعل السياسة تابعة لنبل هذه القيم وليس العكس، فنحن لن نكون في يوم من الأيام مرتهنين لمن يزايدون على الوطن في مصالحه الوطنية العليا، إننا بالقدر الذي سنكون فيه صامدين في الدفاع عن المكتسبات الديمقراطية لبلدنا، سنكون أيضا مدافعون بشراسة عن كل ما يمس بمصالحه العليا مهما كلفنا الأمر من ثمن، فشعارنا الخالد الله، الوطن، الملك.
