وحسب ما أفادت به اليوم الخارجية الإسبانية على موقعها الرسمي ، فزيارة وزير الخارجية، الإتحاد الأوروبي والتعاون، ألباريس، تأتي تلبية لدعوة من وزير الشؤون الخارجية والجالية الوطنية بالخارج،أحمد عطاف .
وتأتي هذه الزيارة في سياق انفراج العلاقات بين مدريد والجزائر، بعد مرور شهرين من تعيين عبد الفتاح دغموم سفيرا للأخيرة في إسبانيا، واستعاد السفير الإسباني في الجزائر هامش المبادرة في إجراء لقاءات مع الفاعلين في الحقل الاقتصادي بالجزائر.
