أفاد منشور لرئيس الحكومة حول مشروع قانون المالية لسنة 2021 بأن مختلف القطاعات الوزارية مدعوة، خلال إعداد اقتراحاتها لهذا المشروع، إلى عقلنة النفقات، نظرا لتبعات الأزمة الحالية على الاقتصاد الوطني.
وفي ما يتعلق بنفقات الموظفين، أوضح المنشور أن الوزارة مدعوة لتقليص إحداث مناصب الشغل إلى الحد الأدنى، ومباشرة إعادة توظيف الموارد البشرية لتغطية الخصاص الفعلي على المستووين المجالي والقطاعي.
وأوصى رئيس الحكومة بتدبير أمثل لنفقات الموظفين من خلال الحث على استعمال الطاقات المتجددة، والتكنولوجيا الفعالة للطاقة، فضلا عن تقليص النفقات الموجهة للدراسات.
ويتعلق الأمر، أيضا، بعقلنة النفقات المتعلقة بوسائل الاتصالات، والنقل، والتنقل، والتأجير، وتجهيز المقرات الادارية، فضلا عن تكاليف الاستقبال، وتأجير وشراء السيارات.
وفي ما يخص نفقات الاستثمار، أكد المنشور أن القطاعات الوزارية مدعوة إلى إعطاء الأهمية للمشاريع قيد التنفيذ، خصوصا التي تتعلق بالاتفاقيات الوطنية والدولية الموقعة أمام جلالة الملك، واللجوء إلى آليات التمويل المبتكرة، من خلال وضع إطار قانوني للشراكة بين القطاعين العام والخاص.
كما أكد المنشور على تقليص دعم الاستثمار الموجه إلى المؤسسات العمومية، وتوجيهها إلى أولوية تعزيز الالتزامات المتعلقة بالمشاريع قيد التنفيذ.
وشدد المنشور على أن هذه التوجيهات تتعلق، أيضا، بالمؤسسات العمومية ذات الاستقلال المالي، والحسابات الخاصة للخزينة، والمؤسسات العمومية المستفيدة من الموارد الخاصة أو دعم الدولة.
وأضاف المنشور أن المؤسسات العمومية التي تستفيد من دعم الدولة ملزمة بإعداد ميزانياتها على قاعدة مؤشرات تحدد، بطريقة واضحة، البرامج والمشاريع المستفيدة من القروض، بالموازاة مع ضبط حسابات مواردها ونفقاتها.
