توصل الاتحاد الأوروبي والمملكة المتحدة، اليوم الخميس، إلى اتفاق يحدد شروط شراكتهما لما بعد خروج بريطانيا من الاتحاد الأوروبي، لاسيما في المجال التجاري، وذلك بعد أشهر طويلة من المفاوضات الشاقة. وفيما يلي النقاط الرئيسية لهذه الاتفاقية:
– اتفاقية للتجارة الحرة تقوم على مبدأ “صفر تعريفات، صفر حصص”. فهي لا تغطي فقط تجارة البضائع والخدمات، لكن أيضا العديد من المجالات الأخرى، من قبيل الاستثمارات، والمنافسة، ومساعدات الدولة، والشفافية الضريبية، والنقل الجوي والبري، والطاقة والاستدامة، والصيد البحري، وحماية البيانات، والتنسيق في مجال الضمان الاجتماعي.
– يلتزم الجانبان بضمان شروط تنافسية قوية، من خلال الحفاظ على مستويات عالية من الحماية في مجالات حماية البيئة، ومكافحة تغير المناخ وتسعير الكربون، والحقوق الاجتماعية وحقوق الشغل، والشفافية المالية ومساعدة الدولة، مع تطبيق فعال، وآلية ملزمة لتسوية النزاعات وإمكانية اتخاذ تدابير تصحيحية من كلا الطرفين.
– اتفق الاتحاد الأوروبي والمملكة المتحدة على إطار جديد للتدبير المشترك للمخزونات السمكية في مياه الجانبين. ويروم هذا الإطار الجديد تطوير أنشطة الصيد في المملكة المتحدة، مع حماية أنشطة مجتمعات الصيد الأوروبية وسبل عيشها.
– وفيما يتعلق بالنقل، تنص الاتفاقية على ربط جوي وبري وسككي وبحري مستمر ومستدام. وتتضمن مقتضيات تمكن من ضمان أن المنافسة بين الفاعلين في الاتحاد الأوروبي والمملكة المتحدة تجري على قدم المساواة، بحيث لا تتأثر حقوق الركاب والعمال، وكذا سلامة النقل.
– وفي المجال الطاقي، تمنح الاتفاقية نموذجا جديدا للتجارة والترابط، مع ضمانات للمنافسة المفتوحة والعادلة، بما في ذلك معايير السلامة لإنتاج الطاقات البحرية والمتجددة.
– ترسي اتفاقية ما بعد خروج بريطانيا من الاتحاد الأوروبي إطارا جديدا للتعاون القضائي في المجالين الجنائي والمدني. وتشدد على الحاجة إلى زيادة التعاون الأمني، لاسيما لمكافحة الجريمة عبر الحدود والإرهاب.
– بموجب الاتفاقية المبرمة بين الاتحاد الأوروبي والمملكة المتحدة، ستضمن الآليات الملزمة لتنفيذ وتسوية المنازعات احترام حقوق الشركات والمستهلكين والأفراد
