تنفيذا للتعليمات الملكية السامية، التي تروم تحسين ظروف و إطار عيش المواطنات و المواطنين، يدخل برنامج الدعم المباشر للسكن حيز التنفيذ ابتداءا من فاتح يناير 2024.
وفي هذا الصدد صرحت فاطمة الزهراء المنصوري، وزيرة إعداد التراب الوطني و التعمير و الإسكان و سياسة المدينة: ” لقد تم إعطاء الانطلاقة الفعلية لبرنامج الدعم المباشر للسكن ابتداءا من فاتح يناير 2024. وستمكن المنصة الرقمية ” دعم السكن” او “DAAM SAKANE”، التي تم إطلاقها، المواطنات و المواطنين المغاربة الذين لهم الاهلية من الاستفادة من هذا البرنامج الذي أعلن عنه خلال جلسة العمل التي ترأسها صاحب الجلالة الملك محمد السادس، نصره الله و أيده، يومه الثلاثاء 17 اكتوبر 2023″.
كما افادت الوزيرة أن ” هدفنا، من خلال تنفيذ هذا البرنامج الجديد، هو الاستجابة للطلب الكبير الذي عبرت عنه كل من الطبقة الاجتماعية ذات الدخل المنخفض و كذا الطبقة المتوسطة عبر مساعدتهم و مواكبتهم في الحصول على سكن لائق و ذو جودة”.
وستمكن منصة www.daamsakane.ma من تبادل البيانات بين مختلف الشركاء من أجل تنفيذ هذا البرنامج، وذلك في الآجال المحددة. وفي إطار تبسيط الإجراءات و المساطر، أصبح الولوج للنظام المذكور رقميا بالكامل بالإضافة إلى توفير جميع الخدمات عبر هذه المنصة. و في هذا الإطار يمكن للمستفيدين التسجيل إلكترونيًا ومتابعة ملفاتهم من خلال منصة الويب أو من خلال تطبيق الهاتف المحمول.
ومن أجل انجاح هذا البرنامج، فقد تم تكليف إعداد المنصة الرقمية وتدبير منح الدعم المباشر للسكن للمستحقين إلى الصندوق الوطني للتقاعد والتأمين « CNRA » التابع لصندوق الإيداع و التدبير « CDG ».
للاستفادة من دعم الدولة لاقتناء السكن، يتوجب على الشخص الذي يرغب أن يضع طلبا في المنصة الرقمية. بعد وضع الطلب، سيقف القائمون على العملية على مدى استيفاء طالب الإعانة من الشروط.
هذه الشروط هي عدم ملكية عقار مخصص للسكن، وعدم الاستفادة من أية إعانة أو امتياز ممنوح من طرف الدولة مخصص للسكن، وعقد الوعد بالبيع محرر من الموثق، ورخصة السكن ابتداء من يناير 2023، وعقد بيع نهائي موقع أمام الموثق يشير إلى التزام المشتري بتخصيص السكن لمقر إقامته الرئيسي لمدة 5 سنوات من تاريخ إبرام عقد البيع النهائي، وأن يضع رهنا عقاريا لفائدة الدولة ضمانا لاسترداد المساعدة الممنوحة في حالة الإخلال بالالتزام.
عند التأكد من توفر هذه الشروط تتم الموافقة على طلب الإعانة داخل أجل أقصاه سبعة أيام ابتداء من تاريخ إيداع الطلب.
