ان هذا الخطاب المؤسس يدشن لمرحلة جديدة و نوعية تعزز مكانة مغاربة العالم و ترد لهم الاعتبار الذي يستحقونه و يحدد آفاقا واضحة المعالم لما سبق أن تضمنه الخطاب الذي ألقاه جلالة الملك في 20 غشت 2022 و دعا فيه إلى إصلاح المنظومة المؤسساتية المعنية بشؤون مغاربة العالم
إن ما تضمنه الخطاب الملكي من تشخيص و قرارات هادفة إلى إعادة هيكلة المؤسسات المعنية بتدبير شؤون الجالية المغربية بالخارج يعتبر مكسبا جديدا لفعاليات المجتمع المدني لمغاربة العالم التي ما فتئت تثير الانتباه الى تماطل الحكومة و تقاعس الاحزاب في تفعيل الحقوق الدستورية لمغاربة الخارج ، و هذه القرارات تتجاوب مع النقط الاحدى العشر لخارطة الطريق التي صادق عليها الملتقى السنوي لمنتدى التواصل لمغاربة العالم الذي انعقدت اشغاله بمدينة الدارالبيضاء (9ء11 غشت 2024) تحت شعار مغرب التطلعات 2030
