وفي ما يلي نص الخطاب الملكي السامي:
“الحمد لله، والصلاة والسلام على مولانا رسول لله وآله وصحبه.
حضرات السيدات والسادة البرلمانيين المحترمين.
نفتتح هذه السنة التشريعية، في ظروف استثنائية، وبصيغة مختلفة.
فهي مليئة بالتحديات، خاصة في ظل آثار الأزمة الصحية، التي يعرفها المغرب والعالم.
كما أن هذه السنة، هي الأخيرة في الولاية التشريعية الحالية، حيث تتطلب منكم المزيد من الجهود، لاستكمال مهامكم في أحسن الظروف، واستحضار حصيلة عملكم، التي ستقدمونها للناخبين.
وكما تعلمون، فإن هذه الأزمة ما زالت مستمرة، بانعكاساتها الصحية والاقتصادية والاجتماعية والنفسية.
ويبقى الأهم، هو التحلي باليقظة والالتزام، للحفاظ على صحة وسلامة المواطنين، ومواصلة دعم القطاع الصحي، بموازاة مع العمل على تنشيط الاقتصاد، وتقوية الحماية الاجتماعية.

لقد أبانت هذه الأزمة عن مجموعة من الاختلالات ومظاهر العجز، إضافة إلى تأثيرها السلبي على الاقتصاد الوطني والتشغيل.
لذا، أطلقنا خطة طموحة لإنعاش الاقتصاد، ومشروعا كبيرا لتعميم التغطية الاجتماعية، وأكدنا على اعتماد مبادئ الحكامة الجيدة، وإصلاح مؤسسات القطاع العام.
ومن شأن هذه المشاريع الكبرى أن تساهم في تجاوز آثار الأزمة ، وتوفير الشروط الملائمة لتنزيل النموذج التنموي ، الذي نتطلع إليه.
وإننا نضع خطة إنعاش الاقتصاد، في مقدمة أسبقيات هذه المرحلة.
فهي تهدف لدعم القطاعات الإنتاجية، خاصة نسيج المقاولات الصغيرة والمتوسطة، والرفع من قدرتها على الاستثمار، وخلق فرص الشغل، والحفاظ على مصادر الدخل.
وقد شددنا على ضرورة أن يتم تنزيلها في إطار تعاقد وطني بناء، بين الدولة والشركاء الاقتصاديين والاجتماعيين، من أجل ضمان شروط نجاحها، انطلاقا من تلازم الحقوق والواجبات.
ففي إطار الجهود المبذولة لدعم المقاولات، من خلال آلية القروض المضمونة من طرف الدولة، فقد استفاد منها، إلى حدود الآن ، ما يزيد عن 20 ألف مقاولة مغربية، بما يقارب 26 مليارا و100 مليون درهم.
وهو ما مكن هذه المقاولات، من الصمود أمام هذه الأزمة، وتخفيف حدة آثارها، ومن الحفاظ على مناصب الشغل.
لذا، ينبغي مواصلة الجهود في هذا المجال، سواء من طرف القطاع البنكي، وصندوق الضمان المركزي، أو من جانب المقاولات وجمعياتها المهنية.

ترتكز خطة إنعاش الاقتصاد على صندوق الاستثمار الاستراتيجي، الذي دعونا لإحداثه. وقد قررنا أن نطلق عليه إسم ” صندوق محمد السادس للاستثمار “.
وإننا نتطلع لأن يقوم بدور ريادي، في النهوض بالإستثمار، والرفع من قدرات الاقتصاد الوطني، من خلال دعم القطاعات الانتاجية، وتمويل ومواكبة المشاريع الكبرى، في إطار شراكات بين القطاعين العام والخاص.
ولتوفير الظروف الملائمة لقيام هذا الصندوق بمهامه، على الوجه الأمثل، فقد وجهنا بأن يتم تخويله الشخصية المعنوية، وتمكينه من هيآت التدبير الملائمة، وأن يكون نموذجا من حيث الحكامة والنجاعة والشفافية.
كما وجهنا بأن ترصد له 15 مليار درهم، من ميزانية الدولة، بما يشكل حافزا للشركاء المغاربة والدوليين، لمواكبة تدخلاته، والمساهمة في المشاريع الاستثمارية، دعما لخطة الانعاش، وتوسيع أثرها الاقتصادي والاجتماعي والبيئي.
وسيرتكز في تدخلاته على صناديق قطاعية متخصصة، تابعة له، حسب المجالات ذات الأولوية، التي تقتضيها كل مرحلة، وحسب حاجيات كل قطاع.
ومن بين هذه المجالات، نذكر إعادة هيكلة الصناعة، والابتكار والقطاعات الواعدة، والمقاولات الصغرى والمتوسطة، والبنيات التحتية، والفلاحة والسياحة.
ونود التأكيد هنا، على الأهمية التي يجب أن تعطى للفلاحة والتنمية القروية، ضمن عملية الإنعاش الاقتصادي.
ففي الظروف الحالية، يتعين دعم صمود هذا القطاع الوازن، وتسريع تنفيذ جميع البرامج الفلاحية.
وهو ما سيساهم في تحفيز الاستثمار والتشغيل، وتثمين الإنتاج الفلاحي الوطني، وتسهيل الاندماج المهني بالعالم القروي، وفقا للاستراتيجية الفلاحية الجديدة.
وتشكل عملية تعبئة مليون هكتار، من الأراضي الفلاحية الجماعية، لفائدة المستثمرين وذوي الحقوق، رافعة أساسية ضمن هذه الاستراتيجية.
ويقدر حجم الاستثمارات المنتظرة، في إطار هذا المشروع، بما يقارب 38 مليار درهم، على المدى المتوسط.
وهو ما سيمكن من خلق قيمة مضافة، لتمثل حوالي نقطتين إضافيتين سنويا، من الناتج الداخلي الخام، وإحداث عدد هام من مناصب الشغل، خلال السنوات القادمة.
لذا، يجب تعزيز التنسيق والتعاون بين القطاعات المعنية، مع العمل على تحفيز الشباب في العالم القروي، عن طريق خلق المقاولات، ودعم التكوين، لاسيما في المهن والخدمات، المرتبطة بالفلاحة.

إننا نحرص دائما على تلازم تحقيق التنمية الاقتصادية، بالنهوض بالمجال الاجتماعي، وتحسين ظروف عيش المواطنين.
لذلك، دعونا لتعميم التغطية الاجتماعية لجميع المغاربة.
وهو مشروع وطني كبير وغير مسبوق، يرتكز على أربعة مكونات أساسية:
– أولا: تعميم التغطية الصحية الاجبارية، في أجل أقصاه نهاية 2022، لصالح 22 مليون مستفيد إضافي، من التأمين الأساسي على المرض، سواء ما يتعلق بمصاريف التطبيب والدواء، أو الاستشفاء والعلاج.
– ثانيا: تعميم التعويضات العائلية، لتشمل ما يقارب سبعة ملايين طفل في سن الدراسة، تستفيد منها ثلاثة ملايين أسرة.
– ثالثا: توسيع الانخراط في نظام التقاعد، لحوالي خمسة ملايين من المغاربة، الذين يمارسون عملا، ولا يستفيدون من معاش.
-رابعا: تعميم الاستفادة من التأمين على التعويض على فقدان الشغل، بالنسبة للمغاربة الذين يتوفرون على عمل قار.
ولهذه الغاية، ندعو للتشاور الواسع، مع جميع الشركاء، واعتماد قيادة مبتكرة وناجعة لهذا المشروع المجتمعي، في أفق إحداث هيأة موحدة للتنسيق والإشراف، على أنظمة الحماية الاجتماعية.

إن نجاح أي خطة أو مشروع، مهما كانت أهدافه، يبقى رهينا باعتماد مبادئ الحكامة الجيدة، وربط المسؤولية بالمحاسبة.
ويجب أن تعطي مؤسسات الدولة والمقاولات العمومية، المثال في هذا المجال، وأن تكون رافعة للتنمية، وليس عائقا لها.
ونظرا للأهمية الاستراتيجية لهذه المؤسسات، فإننا نجدد الدعوة للقيام بمراجعة جوهرية ومتوازنة لهذا القطاع.
كما نتطلع للدور الهام، الذي ستقوم به، في هذا المجال، الوكالة التي ستشرف على مساهمات الدولة، وتتبع أدائها.
ذلك أن نجاح خطة الإنعاش الاقتصادي، والتأسيس لعقد اجتماعي جديد، يقتضي تغييرا حقيقيا في العقليات، وفي مستوى أداء المؤسسات العمومية.
ولهذه الغاية، ندعو الحكومة للقيام بمراجعة عميقة لمعايير ومساطر التعيين، في المناصب العليا، بما يحفز الكفاءات الوطنية، على الانخراط في الوظيفة العمومية، وجعلها أكثر جاذبية.
حضرات السيدات والسادة البرلمانيين،
إن مواجهة هذه الأزمة غير المسبوقة، تتطلب تعبئة وطنية شاملة، وتضافر جهود الجميع، لرفع تحدياتها.
ونغتنم هذا الموعد الدستوري الهام، لندعو كل المؤسسات والفعاليات الوطنية، وفي مقدمتها البرلمان، للارتقاء إلى مستوى تحديات هذه المرحلة، وتطلعات المواطنين.
فالمسؤولية مشتركة، والنجاح إما أن يكون جماعيا، لصالح الوطن والمواطنين، أو لا يكون.
وإنني واثق بأننا سنرفع جميعا هذا التحدي، في إطار الوحدة الوطنية، والتضامن الاجتماعي.
قال تعالى : “ولا تيأسوا من روح الله، إنه لا ييأس من روح الله إلا القوم الكافرون”. صدق الله العظيم.
